My is PC performance slows down when it reaches %100 CPU usage. I notice it more when i play audio and videos. They both gets slowed but mostly sound. I got 736 MB RAM and PF usage is 260MB. Processor is at 13% average. Any idea whats going on with my machine?

Your machine must be throtling because of overheating.

Possible solutions :

clean all heatsinks and ventilators,
put your computer in a place where ventilation is better (heat must be able to leave the vicinity of the computer),
tidy up the cables inside the computer to enhance the air flow,
if the preceding solutions fail check if the heatsink of the processor makes a good thermal contact,
finally get a better heatsink for your processor.

The suggestions 1, 2 are applicable to a laptop computer. 4 might also be used to better the heat disposal of a laptop but requires much more skill : laptops are not easy to dismantle and put back together again.
