WinXP has a little app called tasklist.exe which will display all the task. I think you could write a batch file that runs this once in a while and checks whether it is running and then use net start to start it once it doesnt. This batch file could i.e. be run hourly using the taskscheduler. Now I dont know how to implement this exactly, under linux it would be quite easy but Windows doesnt have a grep command ...
