Debuging your problems. If I understand well.

When the video card is active, the computations are 5 times slower than when it is inactive.
No process is using the missing CPU cycles so they are attributed to "System Idle Process".
Using the apropriate video drivers (and thus using your card to specs) worsens the problem.

This leads me to suspect some power consumptiun problem.
A few questions:

Some things to try:

Check the wiring of the power lines to the different components (motherboard, disks, cards...)
Try swapping the card to another PCI (or PCI-X?) slot.

A few questions: What are the specs of your power supply? What are the power requirements of the various components of your system? What are those various components?
