The 2.8 GHz CPU seems have a Northwood core, whereas the 3.0 GHz CPU is a Prescott one. Due to the longer pipeline of the Prescott core, it does less instructions per clock when it comes to LL testing.
But trial factoring seems not to be affected (at least that much), so the higher frequency is more important in this case.

Hi all!
Just one bench to show how the best combination of work, with a dual core machine, should be one LL-testing instance on core 1 and a factoring instance on the other core. But, as George says, GIMPS needs more LL-testing... The lost of efficiency (6-10%) should be due to memory controller policies. Factoring job results even a bit faster with an istance of Prime95 LL-testing on the other core...
