memory is cheap now. why do they bundle 16MB when the card can have 64MB for a little more?

It's not only the price (besides that it is not simple DDR or DDR2 memory as we use for main memory). But placing the chips onto the card or mainboard, testing and so on add some costs, while a local cache can be integrated into the GPU and an interface to main memory of the computer already exists.
