From what I understand, OpenCL 3.0 is closer to OpenCL 1.x than to OpenCL 2.0. I.e. 3.0 is not "more" than 2.0, but instead it reduces the mandatory feature-set to the level of 1.x and offers standard mechanism for implementing&exposing more features (such as elements from OpenCL 2.0) on top of that, on a pick-and-match basis.
