Here it is with updated figures. Week 18 and 19 are very incomplete (and thus note plotted). 16 and 17 will go up. I loaded all of the updated figures from this season (starting at week 40.) Only a single complete week this season has been below average (by about 0.0.3% of the value.)

Nicaragua closes Costa Rica border to protest virus testing

In a nationally televised address, Ortega said more than 1,000 trucks were stranded on Nicaraguan highways. The dispute boiled over after Costa Rica on May 8 began testing all truck drivers entering the country for COVID-19.

Costa Rica said 61 truckers had so far tested positive, most trying to enter from Nicaragua though some were also entering from Panama. The truckers are tested at the border before being allowed to continue. Those who test positive are forced to turn around. Those showing symptoms are rejected without a test.

Nicaragua has reported only 25 confirmed cases of the disease and eight related deaths. Those numbers have become more difficult to defend as more Nicaraguans speak out about the deaths of their relatives.

Ortega's government has not implemented social distancing measures used elsewhere and continues to promote mass gatherings. Schools remain open and professional sporting events still draw fans.

Default Wisconsin is starting to resemble a failed state -Nathan Robinson

A failed state is one that can no longer claim legitimacy or perform a government’s core function of protecting the people’s basic security. Lately, the Wisconsin supreme court seems to be doing its level best to make its state qualify for “failed” status. Multiple decisions have both undermined the government’s legitimacy and endangered the people.

First, there was the primary. Because voting in person is clearly risky during a pandemic, several states delayed their primaries to make sure everyone was able to mail in a ballot instead of having to go to a polling place. Not so Wisconsin. The state’s Democratic governor signed an executive order for an all mail-in election but was thwarted by the Republican legislature. Then the governor issued an order postponing the election. Republicans challenged it, and the Wisconsin supreme court sided with them. The primary went forward, but was a disaster: there were “long lines in Milwaukee, where only five polling places in the whole city were open” and more than 50 people appear to have contracted coronavirus as a result. Ensuring that people can vote without risking their lives is a basic duty of government, one at which Wisconsin failed.
