How come 99% of the primes under your account have not been transfer yet? Are your clients aware of this? What’s the timeframe for prime founders to submit a prime before you submit them under your name?

As a long time contributor to SRBase, as far as I'm concerned, it's Rebirther's project, he does most of the work: keeping track of all the results, uploading them, running the servers, preparing new bases, etc. etc. .. it's a lot of work! and if some users don't want to report their found primes he has every right to claim them.

It's your project and I think the results are amazing and speak for themselves, but you might want to extend that to 7 or 10 days. Some people only check-in on their machines once-a-week. It might also be good to send your users a reminder about the policy.

AFAIK in Primegrid user has special option on preferencies page to allow report primes to Top-5000 on behalf of that user. If the primary finder didn't activate this option prime reported under the doublechecker's name. That's a good practice indeed.
