Yes. Note the key descriptors "obscenity" and "directive" in addition to the qualifiers "standard" and "physiologically impossible." VBCurtis nailed it.

Originally, the expression was intended ironically, meaning to attempt an impossible task. But the irony has been mostly lost on the modern users of the phrase.
