It seems the 1070 Ti will have 95% of the 1080 hardware enabled, and share the same 1607 MHz base and 1683 MHz boost frequencies (but the frequencies will be locked to avoid eating 1080 sales).
This card should give 930.5 GHz-days/day doing TF. They say it should retail for $100 less than the 1080, so even if it uses the same watts and can't be overclocked, it should still be a compelling card for TF. I was sort of expecting them to come out with something beyond the 1080 series which still operated below 200W.
