So, my SWMBO and I were invited to a Halloween party (and Fiftieth anniversary of a Birthday) last night.

I went as "Gollum".

To be honest, it was just an excuse to shave my head.

It's just so much easier, but some have said that I'm weird enough as it is, I don't need to look the part...

It depends on what you mean by "to give a ring." Here in the USA, it means (or at least used to mean), "to call on the telephone." So if she called him to ask him out, then yeah, it was already in the cards...

"Give a ring" may also refer to the exchange of rings during a wedding ceremony, which traditionally comes after the wedding vows. Each gives the other a ring. Traditionally, the groom gives the bride her ring first.

Of course, not all marriages are solemnized by such a ceremony. Here in the USA any Justice of the Peace (J.P.) can solemnize a marriage pretty quickly. It then becomes a "public act," with all the legal consequences appertaining thereto.
