This explains everything. Your rolling average is way below 1000 because it is only running one hour a day. As your rolling average goes down so does your P4 equivalent speed.

Note: At your current P4 equivalent speed, the CPU will be assigned TF or ECM work. You may want to force a specific work type if the computer will resume 24 hour a day operations.

I've always run ECM on low exponents (less than 1 million) in that computer, so I have no problems for the low performance.
