Here's what I typed into Google "ubuntu set environment variable". There is a lot of help from the ubuntu community on the web, so typing "ubuntu" narrows your search in a nice way.

In short, I think your answer is found in https://help.ubuntu.com/community/EnvironmentVariables.

I'd suggest the per user option of creating a ".pam_environment" file in your home directory with the line "LD_LIBRARY_PATH="some path name". You can also set it globally by adding that line to /etc/environment.

I would test that, but I really don't want to log out right now.

re the rant part, I'd say that I was OS agnostic. Different strokes for different folks. I wouldn't expect anybody to have to go through a learning curve just to be able to do things that they never actually utilize. I love Linux and I love my iphone too because they all have different purposes and serve different needs. (A little rant)

You might want to check out ldconfig command as well as /etc/ld.so.conf file.
