Stamped mail is mail where stamps have been applied to the envelopes. These stamps require cancelling as part of the process through the sorting office. Franked mail is mail that has been passed through a postage meter. These meter impressions do not need cancelling at the sorting office.

Oh! (as usual axn steps in to clarify everything), ok, ok, I got that message too (and of course I ignored it, thinking that even if it was serious, it wasn't worth to waste xyzzy's money with international shipping to Thai, which is not cheap, and there are also customs...
, hehe), but I didn't make any connection between uncwilly's mailbox and that old story... I thought is some joke related to the stamped/franked mails whose meaning I wasn't able to get... Sorry for my slow-motion mind this time...
