I think it is best to let the humans decide if something is offensive/inappropriate. A simple word substitution filter is not a good thing and just looks silly IMO.

Now don't forget we have this:
Ah yes, beware the Scunthorpe problem. Davieddy, if he were still around, would doubtless follow up with the old riddle, based on a UK advertising slogan: "If Typhoo put the tea in Britain, who put the .... in Scunthorpe?"

Just possibly interesting: when still a student I had a summer job as a weighbridge clerk at a sand&gravel quarry. Consignments would go all over the place, especially to major sites such as the construction of motorway which would use megatonnes of material. I had to write out hundreds of dispatch notes for a site near the town of Penistone in South Yorkshire.

the problem becomes if you check for " cock...." you'll possibly block things like cockburn, "...cock " can block peacock, " <swear> " will delete a lot of them unless they are purposefully mistyped to get around it ( example misspellings or forgetting spaces), so really unless you enforce all three you have no chance of blocking all of them but if you do you lose more words that aren't bad.
