try 'help find' or 'help findstr'.

Or download UnixTools here there's a 'wc.exe', too.

Edit: find /C /V "§§§" *.out seems to work: this command line counts all lines which do NOT contain the string "§§§". But it's slower than wc -l *.out because it needs to *analyze* the lines instead of just counting them.
