I was thinking of a "Math for Dummies" forum. Would that lower the bar too much?

No, but that would be the perfect place for cranks. It would be crank-dom, where the cranks would fight to see who would be the sovereign of the cranks.

Why stop there? You could have a whole series of forums: "Math for Idiots", "Math for Half-Wits", "Math for Average Joes", "Math for Overconfident Undergrads", etc.

Why do all of you not just make this forum "by invitation only". If you do not like answering questions, and the majority of you do not, then this is your only option. Cull out the ones you do not want here and then lock it down. There are other places individuals can go to get questions answered without being bashed for asking them.

I suggest banning everyone except for Silverman. That should take care of the issue.
