IMO that's not unusual for unscripted oral conversation. What I wonder was why the article's author quoted them so literally without using the customary practice of paraphrasing to shape faulty sentences into complete ones so as not to obscure the main meaning.

It could have been:

"On Saturday, journalists on “CNN Newsroom” discussed the underwater cabinet meeting. Weekend anchor T.J. Holmes described it as an event by Maldives to draw attention to global warming. ... Fellow anchor Betty Nguyen pointed out where the video showed a vote being taken. Holmes explained that the issue here was ..."
