assuming they crack what NCBE is it should be easier to solve it because it's used about 11 times in the first letter and seems to be able to be added at the end of another word.

it also appears in what I thought was a list of responders ( probably knew who'd respond). they say that he may have wrote it prior to the day of the homicide, that either suggest that they were for something else or that he knew someone wanted to go after him.

of course it could also be an abbreviation inside another abbreviation.
