The system that I am running the 332M exp on has been steady at 75.4-75.6ms for a long time now, but over the last 5 weeks I've noticed a big drop in time to go estimates. It's running 27.6 as I had not wanted to stop it to goto .7 yet. Anyway, 5 weeks ago is said ~18Jan for a completion date, 4 weeks ago it was in Dec, 3 weeks ago it was in Nov, not sure about the last 2 weeks, but currently it says 22 Sep. 156,890,000 iter are currently complete, and my calculations come to 153 days remaining, or 5 months from now (~Jan 4th?). Any ideas why it's saying the job will now be done in just 7 weeks?

Try manually fiddling with Rolling* in local.txt (which requires a stop). Delete them all, and then set RollingAverage to whatever seems appropriate. (E.g. if it says 3000 now, set it to 1000, 1500->500, etc... (ratio is ~150/50))
