From the Outlook Express main window, choose menu File -> Export -> Messages, to Export your messages. Select your account, and then your folders. If you also have contacts, you should do File -> Export -> Address Book.
Also, from the menu Tools -> Accounts, choose the Export button to export the Internet Account settings to a file. I don't know if this exports the account password, but your ISP should always be able to reset this is you do not have it anymore. You would obviously then need to move those files to a network location, or preserve (no formatting) existing files/folders/drives during the reinstall. Importing would then be close to the same menus, File -> Import -> Messages, and Tools -> Accounts, Import. |

You are also able to select messages and drag them into a folder. To restore select the messages and drag them back into Outlook.
By the way, have you tried 'SFC /SCANNOW' from the run option. This will do a system file check on XP and restore any faulty/corrupt files in the operating system. Once you've done that then re-install the service packs. Regards Patrick |
