Can non-K Intel CPUs overclock memory?

The question is for a new build. I'm looking at an i5-6500 with a Z170 chipset motherboard. My research indicates memory cannot be overclocked with an H110/H170/B150 chipset motherboard. My research is inconclusive regarding the Z170 chipset.

My dad has just bought a 6500 on a h170 chipset. He can't over clock anything on this system. The memory is limited to 2133.
I suspect you might be able to over clock the memory by over clocking the blck of the cpu on a z170. It might be the max memory multiplier that is limited.
Z170 will be less locked down than h170.

I'm not interested in BCLK overclocking -- IMO the extra heat generated is not worth the benefit. Also, this type of overclocking disables the on-board GPU.

I suppose there are several Z170 possibilities:

1) memory multiplier is limited by the CPU (i.e. no overclocking)
2) memory voltage is limited by CPU (i.e only can overclock to 2800 @ 1.2V)
3) non-K CPU does not limit memory OC (i.e. I pick the limit based on perceived cost/benefits).

From some of the sites I follow, it looks like Bclk is the way one must go.
It looks like the motherboard is key also.
In the youtube video, it looks like they get 2632Mhz from their DDR4 memory.

If you're interested in overclocking for a new build, I think it's worth shelling out money for an unlocked K CPU if you can. I have never had an interest in overclocking and finding out how much actual performance gains (before hardware failures) can be achieved, though.

To answer my original question, further research indicates Z170 motherboards can overclock memory on non-K chips. All other chipsets will ignore any XMP profiles and run at DDR4-2133.
