The only reasons I see given for choosing a 2500k over a 3570k is that the 2500k can be OC'd higher, or if you are an avid gamer. OCing a 2500k to beat the performance of a 3570k also means you get less output overall when compared to power cost.

How would a GPU fit into the equation? I am most interested in LL testing, and it seems like a 500$ investment could potentially get me a lot of throughput with a GPU.

If I was going for a 5xx series gpu you could go for either. For a 6xx series I would recommend the ivy bridge because of PCIe 3.0.
