I would hazard a guess that ECPP may potentially improve more than predicted over that time period. Currently development of ECPP software is restricted by a mess of patents. Speed should improve as those patents expire. https://en.wikipedia.org/wiki/ECC_patents
Also ECPP has never been truly exposed to distributed computing. This leads to any current records taking months on one pc to finish. If the same effort was put into ecpp as nfs factorisation then much larger numbers would be proven.
