PSU is suspect; I wouldn't put any CoolMax PSU in a computer I care about.
It would be hard to get that system to draw over 230 Watts (even OC'd), so I'd probably get a PSU in the 430W-500W range. Any Corsair (except CX430), any Antec (except Basiq series), or any Seasonic (S12xx, M12 or X series) would be a vast improvement. If the budget is fixed, I'd get a cheaper CPU HSF and apply the savings towards the PSU. Here's a review of a 500W CoolMax PSU. Also note that you're not going to get much crunching done with an 8400GS. In PPSieve it's worth about one slow AMD core. A $55 9500GT is about 5 times faster; though it's still slower than one C2Q. If you want to do any trial factoring, I'd get a GT240 with GDDR5, which is about 3 times again as fast as the 9500GT!
