Default www.darpa.gov or www.darpa.mil

Does anybody get access the site www.darpa.gov or www.darpa.mil?
I live in Brazil and do not have been geting
I find strange a site of these be out the look.

But I also imagine that the access can be barred to who this outside the USA.

Can anybody it try access and do it to tell me what gives please
