Perhaps I am a bit late to this party, but the supposition never specified that the hunter killed the bear. Possibly, the bear was already dead so it would not be a violation of the Treaty.

Further, knowing that the traveler is a hunter by occupation does not exclude that the shooting might be a photographic effort. I therefore posit that the bear, upon not appreciating its likeness being recorded, subsequently ate the hunter and followed the scent back to base camp (with the hunter in its belly) for more possible morsels.

A much more plausible and likely solution, however, would be that the hunter was taking his bear for a pleasant ride in an auto to a favorable scenic location for a photo shoot. The color of the bear is indeterminate from the data presented.
