Did you look inside the .certif file? In my experience the certificates are usually in .out files.

It does not look like a PRIMO file. It only contains digits, backslashes and \n, it seems.

On the same website, there is an explanation on how the file is structured. I attached the same file as PDF to this post. Look at section 10. It should be convertible to PRIMO format.

I read the section 10 of this article, but I still do not know how to convert (is there a program to convert? I think no), as you say, this file only contain many (base 10) numbers and "\n", I also download an example of PRIMO primality certificate, their formats are quite different (I think that factordb can be updated to support such certificates)
