That exponent is currently assigned to someone. If it gets recycled, it would be considered a category 1 assignment, and you can not get category 1 assignments manually. See the PrimeNet Assignment Rules for information on getting assignments for low exponents.

The assignment categories exist to make sure that the assignments at the "front" are done quickly to ensure consistent progress on the milestones. Before we created these rules, there would be several assignments "stuck" at the front making things look sloppy and disorganized.
Part of the rule is that the lowest assignments are only assigned to users who have shown themselves to be reliable and quick, and they cannot be requested manually. Other, higher exponents can be requested manually exactly the way you were trying. |

At least for a while let your machine take the assignments that PrimeNet hands out automatically. These should help to see if your machine is healthy. During that time hang out in the forum and learn a few things.

The category boundaries change daily. At the time M33969307 was last assigned, it was in the cat 3 range. So the cat 3 rules are what apply, and the fact that it has moved into today's cat 1 range means that the cat 3 rules should be fully enforced. So it must be started within 180 days, and has 240 days to be completed.
