(1) One does not apply. One simply grabs a number from the RSA Labs
website and factors it.

(2) Unless you have very large resources you have no hope of succeeding.
The numbers are beyond the reach of ECM. GNFS is the only method
that can succeed.

(3) One does not "send" the result anywhere. One simply announces the result on the Web. You can send the result to RSA Labs, but they really are
not interested anymore.

To elaborate on point 3 above, there is no RSA factoring challenge contest anymore; the entries are still available, but prizes will not be awarded.

You do the factorization first. When you have the result, we will tell you where to post it. Don't sell the skin of the bear which is still uncaught in the forest...

When you can post the divisors here you will find everybody wants to know how you did it and who you are. You will also be mildly famous in the mathematics community if you do really find the factors without some sort of supercomputer at your disposal.

Also remember that until you do find such factors that you will be ridiculed by many for being a crank. If you don't like that then just say nothing else until you have the factors.

Weighting more in, I think this link is the one RDS was talking about, and it answers perfectly to the question.

There was a well known crank by the name of 'youcef' that posted
in sci.math for a long time.

I suspect that his claim of 'new method' is either total nonsense
or a variation of trial division (or something similar).

Please note that his (seeming) inability to discern for himself the current
state of the factoring challenges says something about his competence.
Or lack thereof.

Let's give him he benefit of the doubt. He has been advised to put up or to shut up.

Better be silent and thought a fool than to open your mouth and prove it. Or something like that.
