Is there any reason and any connection with the fact that 541456/271 whic has periodic decimal expansion 19926... |

It isn't "about". It is exactly that.
199*(2720+0.88442211+11/19900000000) = 199*(2720+88442211/100000000+11/19900000000) = 2720*199 + 17599999989/100000000 + 11/100000000 = 2720*199 + 176 = 541456 There is no "connection" to anything, other than simple numerical manipulations. |
