Question Countdown units - on the GIMPS Milestones Report?

What are the units in the GIMPS Milestones Report countdowns?

I believe that 189 refers to the number of exponents below M(57885161) still to be tested the first time. I am sure someone will correct this if I am mistaken.

You are correct. It could be phrased:
Number of exponents that need testing completed below M(57885161) once: 189

Thank you.
That make sense.

I did not realize testing a single exponent is so much work.
Countdown to first time checking all exponents below 57M: 2 (Estimated completion : 2015-08-02)

That is based upon the computers that those exponents are assigned to. We still have some old computers with some old assignments. They are still making slow progress. They are being watched. If they fail to meet minimum standards, the exponents can be reassigned.

Related question of my own: are exponents with one suspect LL test (bad error code) counted as having been tested once for the purposes of this countdown milestone?

I don't know but this kind of thinking is part of my reasoning for prioritizing the double- or triple- checking of suspect results (and perhaps the results of known unreliable sources).
