I think he's using base 21 with 3 and 7 as the primary factors instead of 2 and 5.

Just for checkpointing purposes. It has been over 3 years since the last MP was found. And the simple calc of how much bigger the current FTC milestone exponent is than M51's exponent is 28.61%
