should say
"You are not allowed in here unless you are allowed in here."

Signage which uses unnecessarily long verbiage to convey its message.

(Aside: The German-language equivalent of the above makes for an excellent Teuto-nunciation exercise: Unbefugten ist der Zutritt verboten. And if you wanna be really stern about it, you precede "verboten" with "strengstens", which makes for an even better mouthful of verbal Sauerkraut. I expect the Russian version is good, too - Serge, care to give us your best Krushchev-taking-his-shoe-off-to-pound-the-table impression while reciting it?).

Two different signs:
3.1. Въезд запрещен. ("the brick")
3.2. Движение запрещено. ("the donut")

Sign 3.2 allows passage for authorized vehicles.
As in many similar situations in life, the rule is "if you have to ask whether you are authorized, you aren't. If you are authorized, you know it."

The last one is OK, and I could find some reasoning for the first one too, but the "Reduced Speed Limit Ahead" sounds totally wrong for me, as a non-native speaker. I think the best and clearer would just be "speed limit ahead". Here in Thai they have another shitty sign which says "city limit reduce speed", and I have language and logic related headache every time when I see it, in spite of the fact that I know what it means.
