I see that at least some of the >1000M exponents have the TF factor-bounds graph marked with "TF double-checked to: 71" now.
Does this mean that TJAOI (or someone else) has run all TF up to 2^71 on the ones so marked?

Thanks, that shouldn't have been phrased like that for exponents >1G. The baseline TF levels are
0G - 1G = 67.7 (TJAOI)
1G - 2^32 = 71
2^32-10G = 57
That's the level to which all exponents have been TF'd at least once, whether or not there's a specific history log or not.
But TJAOI's "double-checking" exhaustive effort only applies <1G.

Of course, only for the TJAOI range does that include factored exponents for sure. For the 1G - 2^32 range, it is 68 for those.

Does the 'double-checked' message actually mean that - that the TF up to that value has been done twice?

It means that whatever TF has been recorded, as well as the un-recorded stuff from yesteryear, has also been comprehensively covered by TJAOI. It doesn't mean that every range of every exponent has been TF'd twice.

LordJulius explicitly referred to ">1000M exponents" showing the 'double-checked to 71' message. These were not done by TJAOI (who hasn't gone to 71 anyway), so I inquired whether they had instead been double-checked by someone else.

I am not sure where he saw this message, though, as I haven't found it.

The batch will run but gives an error for each line not recognized by mfaktc-LC. Expected.

What is the purpose of max_ghd?
You're missing 1 for the download_worktodo parameter. You've got the parameter but no value, therefore it's not set, therefore you're not downloading worktodo but seeing the HTML page.
You've also got a double && in there.
max_assignments and max_ghd are somewhat mutually exclusive, you can specify how many assignments you want to get by number of assignments or by amount of work. Specifying both will either take the lesser of or just ignore the other parameter, I don't remember offhand.

Your URL should look more like this:

https://www.mersenne.ca/tf1G.php?download_worktodo=1&min_exponent=3970000000&tf_limit=73&max_assignments=100&biggest=0
