That should be the normal practice, to avoid the exponent to be reassigned to some anonymous who will turn it back unfinished after expiration, putting us to square zero again. When somebody gets a mismatch for a cat 0, or even 1, say it public, and who can grab it, grab it even if you are not intending to work it. Say that, and somebody else can work it and report it. In that case, your assignment will expire and you don't need to do anything more. It is not like "I grabbed it because I don't want anybody work on it".

User riccardo uberti has been turning in a large number of mismatched exponents. You may want to pull his records and see if there is a discernable reason. If contacting him and having him address the situation is not doable, maybe special assignment rules for him (even giving no assignments to a known bad machine).
