The basic understanding of end of line or adding a newline character "/ n" to a text file could already be assumed in my oppinion.

I still don't get it why it is so complicate, but it may be only me...

When you concat files, add first a CRLF then the file. Don't care what's inside.

The worse can happen is that you end up with some empty lines in case the original file contained already CRLF.

When you get work from the file, ignore empty lines.

This is what mfaktc, mfakto, Misfit, are doing (to name only the thematic ones) and everybody is happy. Misfit will also discard the unknown and/or empty lines when balancing work too (moving assignments from one instance or computer to another).
