On that page, only the fonts are up to date. The actual program (and its source code) hasn't been updated since 2009.

I haven' got the new version of WSL yet. However, it is possible with the old version.
I have to install a few libraries and export the display:

sudo apt-get update
sudo apt-get install libgdk-pixbuf2.0-0 libgtk2.0-0 emacs
export DISPLAY=localhost:0.0

Then it will run as long as you have an xserver running in windows(A clean install of MobaXTerm was enough for me).

Would it be possible for someone to send a working download for Primo 4.3.2? The official download at http://ellipsa.eu/public/primo/files/primo-432-lx64.7z returns error 403 at the moment.

Marcel just recently wrote that he will be upgrading to 4.3.3 (changes will be minimal).
Maybe he is doing that. If so, just sit tight for a few hours.

However, if is also possible that you or you country blocks this URL. If so, get yourself a VPN. Download it from Poland or from Greece.

From my IP v.4.3.2 downloads just fine.
