Manual assignments cpu/generic vs gpu TF

It will streamline getting manual gpu tf assignments for us gpu users without adding more steps for cpu-only users, and reduce number of pages sent for the web server. As things are now, "Assignments" is the generic and cpu-tf assignments page, which includes a link to the gpu tf assignments page. Seems like I'm usually after the gpu assignments page, for TF for gpus, so routinely retrieve both assignments pages to get the gpu tf assignment page.

For those willing to join, GPU72 is a bit more "managed", and is working at the wave-front to optimally TF in preparation for the P-1'ers. And we have "pretty graphs"...
