1,21,18,27,4 ... and 5 more terms

From the List of Federal Public Holidays of USA in 2019, (Apologies for the spacing getting messed up)

Day Date Year Holiday Comments
Tuesday January 01 2019 New Year's Day
Monday January 21 2019 Martin Luther King Jr. Day 3rd Monday in January
Monday February 18 2019 President's Day 3rd Monday in February. Not all states
Tuesday April 16X 2019 Emancipation Day Washington DC Only. Weekday closest to April 16th
Sunday May 12 2019X Mother's Day 2nd Sunday in May. Not a public holiday
Monday May 27 2019 Memorial Day Last Monday in May
Sunday June 16 2019X Father's Day 3rd Sunday in June. Not a public holiday
Thursday July 04 2019 Independence Day
Monday September 02 2019 Labor Day 1st Monday in September
Monday October 14 2019 Columbus Day 2nd Monday in October
Monday November 11 2019 Veterans Day Except Wisconsin
Thursday November 28 2019 Thanksgiving 4th Thursday in November
Friday November 29 2019X Day after Thanksgiving Day after 4th Thursday in November
Wednesday December 25 2019 Christmas Day

OK, that seems to track. I put an X after days that AFAIK aren't bank holidays. That leaves ten.

1,19,20,1, 5,... and 5 more terms

From the list of 2019 Canadian Statutory Holidays: (Again, sorry about the spacing getting messed up)

New Year's Day January 1, Tuesday National
Islander Day February 18, Monday PEI
Louis Riel Day February 18, Monday MB
Heritage Day February 18, Monday NS
Family Day February 18, Monday BC, AB, SK, ON, NB
Valentine's Day February 14, Thursday Not a stat holiday
Leap Day Not a leap year -
St. Patrick's Day March 17, Sunday Not a stat holiday
Good Friday April 19, Friday National except QC
Easter Monday April 22, Monday QC
Mother's Day May 12, Sunday Not a stat holiday
Victoria Day May 20, Monday National except NB, NS, NL
Father's Day June 16, Sunday Not a stat holiday
Aboriginal Day June 21, Friday NWT
St. Jean Baptiste Day June 24, Monday QC
Canada Day July 1, Monday National
Civic Holiday August 5, Monday AB, BC, SK, ON, NB, NU
Labour Day September 2, Monday National
Thanksgiving October 14, Monday National except NB, NS, NL
Halloween October 31, Thursday Not a holiday
Remembrance Day November 11, Monday National except MB, ON, QC, NS
Christmas Day December 25, Wednesday National
Boxing Day December 26, Thursday ON

I'm having some trouble with this one. I only see 8 items with the word "National" in them. August 5 and December 26 don't say "National," but 5 and 26 are both on your list. I note that they both do say "ON" (Ontario). But some items that say ON aren't on your list of bank holidays...

Not exactly Bank Holidays but what we call Public Holidays. I gave UncW a point for close enough.

And 2 or 3 more Provincial or Special holidays. And a minimum of 15 up to 40 vacation days.

There are also weekends. Many businesses are closed or on short hours on weekends.

Which brings up a real intrusion by government: Long since, many States have enacted laws, and municipalities ordinances, prohibiting the conduct of certain kinds of business on Sunday. These are known as "Blue laws."

Although the original intent was to encourage church attendance (by eliminating alternatives), blue laws are deemed constitutional if they are given a non-religious rationale.
