By using the latest version of NVIDIA Inspector 1.9.7.2 on a Win64 8.1 platform, I managed to tweak the memory clock to the advertized speed of 3500 on my EVGA Titan Black, even though the performance clock appears to be BIOS locked at P2. Dunno if there is a similar adjustment on Linux platforms.
Instructions are on this URL, which should also work on ASUS or EVGA Titans.
P.S. I get approximately a 3 percent performance increase as a result.
