You must ban or not ban the user above you for some reason or other such as:

1. Their avatar

2. Their post

3. Their lack of prime finding ability

Please give a good/creative reason.

I will start:

I ban the person above me for not existing.

Idea stolen from elsewheres on the interwebs.

I don't ban the person above me because he starts threads in the soap box which I can actually understand. If he got himself banned it would all be over my head there.

unban his predecessor which would cause a ripple
effect banning all of us and I just couldn't handle
a world without the forum.
