Drag on the inner surfaces of the tire would probably get the air moving. We might also wonder if the air right at the outer part of the inflated cavity is denser than that in by the wheel.

Having watched the most recent episode of Chicago Fire last night prompts me to wonder, do they call them "paramedics" because there are always two of them in the ambulance?

Have you noticed that the flat portion of a tire always locates at the bottom? That must mean it's heavier with less air...
