My understanding is that djvu is an AT&T standard for scanning printed works. It's much more compact than PDF for that, copying a book with a scanner but without OCR would generate gigantic PDF files but the djvu version would be maybe 5MB.

All the Russian e-book web sites prefer djvu :)

I think the small size related to its layered approach: the text can be stored separately, allowing common letters to be merged (in effect, reducing size from length(message) * size(bitmap of letter) to length(alphabet) * size(bitmap of letter) + length(message) * size(unicode character)) and allowing the background to be stored at low resolution. Kind of clever.
