I'm ignorant. Please post a step by step guide. After downloading the zip what should I do, run primo? Where can I find it?

Did you try a quick google?

Anyway...

- Download Primo
- Extract primo.zip at a location of your choice
- Download a range
- Extract the .zip in a separate directory
- Run primo.exe
- Select the certification tab
- Click load and select all the input files
- When the range id done, put all the .out files in one .zip file
- Upload the zip file
- Make sure the page displays the number of certificates you uploaded. If the .zip is to big (> ~4MB?) it doesn't accept the certificates.
