I don't know about it being "George's phrase", but an accurate statement would be, as others have said, "if p is prime then 2^p-1 MAY BE prime." (conversely, if n is composite, then 2^n-1 is composite since it has 2^a-1 and 2^b-1 as factors, where n=ab)
