Rocks began several gigayears ago (not 13 GY -- it took time for the earliest supernovae's spew of elements heavier than helium to begin coalescing -- maybe 12 GY ago) and they began rolling shortly thereafter.

So the Q becomes: When were POP II stars first formed? Since presumably the planets (with the rocks) would have also formed around the stars at the same time.

Hey! You were right after all. The oldest POP II stars, such as http://en.wikipedia.org/wiki/HE0107-5240 and http://en.wikipedia.org/wiki/CS22892-052_(star) are estimated to be 13 GY.

I'd forgotten that there are three populations. (http://en.wikipedia.org/wiki/Metallicity)
