Changing Prime95 ECM Limits?

What changes are permitted to B1 and B2 when an ECM test is underway in Prime95?

I stopped and exitted Prime95 and changed the worktodo.ini file for a B1 slightly higher than the last prime calculated - this seemed to work fine. I then restored copies of the original save file and worktodo, and it appears to continue working from saved point. However, if I do the same think but RAISE the B1 value - thinking that after all this work we might as well go on deeper - the saved work is ignored and a new curve is begun.

Are there the rules - you can decrease but never increase B1? Or are there magic thresholds that I happened to cross? Or does it never work, it just sometimes appears to work?
