I'll give Wacky the other half of a point since this time he didn't take the switches apart but did take the lamps apart.
The answers I had in mind have been given. Either keep flicking one switch until the bulb blows in one of the lamps, and then switch one other on, or flick one switch on for say 1/2 hour, turn it off and turn one other on, one bulb should be off and cold, one should off and hot and the last should be on and hot (and getting hotter). My compact fluorescent light bulbs get hot when lit -- not quite as hot and not quite as fast as the incandescents, but enough to make temperature-based methods work with them, too.
