This isn't a license plate, but it could be a bumper sticker:

On a German licence-plate drivig in the Netherlands:
DU-IF 172
(Which is 'pigeon' in dutch)

Also, an awful lot of cars with KLE-VE or KLE-EF for starting letters
(KLE stands for Kleve, in Dutch: Kleve = Kleef

Found on : Unofficial country codes

DG - German-speaking communities of Belgium (Deutsche Gemeinschaft)

Not an official countrycode.

Country codes and auto license plates don't share letters.

Maybe German, per http://www.shgraphics.com/howlook.htm & http://www.shgraphics.com/history.htm

DGF = county of Dingolfing/Landau

After the war Germany was divided in the American, British, French and Russian zone. The governments of these zones issued various types of license plates (the most common type had white lettering on black background). E.g. the m/c plate of the American zone is a really "nice to have" plate. The lettering is arranged on two lines. The first line shows the letters "BY" (= Bavaria) and the second line is the serial number. The colors are black lettering on orange background. The plate is about as big as an American passenger plate. The specialty is, that the upper left and right edges were cut off!!

I am afraid they do : NL=NL, BE=B, FR=F so letters are shared :-) The site I cited is about licence plate country codes. The site you quote does speak about the county (not country) code starting German licence plates.

But in this case the remembered color of the license plate (red letters on white) and the spotting country indicates a Belgian license plate.

Red letters and white plate is indeed Belgium, but I've never heard of a DG code. (Belgian talking here)
Of course Deutsche Gemeinschaft exists, but I've never heard it that people would use DG for their car license plates.

Edit: If it's recent that you saw such a car, it's plausible, with the political rubbsh we're going through atm.

With the US presidential race in full swing, the following bit of electoral-humor-seen-on-a-bumper-sticker seems apropos:

Dont Vote - You'll Only Encourage Them
